I'm working on assignment E1 and answers B AND C both seem like acceptable solutions. Any advice? Thanks in advance.

My advice is to envision the situation each of the 4 ways provided, think of the why's for each. If the scenarios you envision don't appeal, then think of a 5th option. That's how I went about doing it.

I suggested one proposal with both civil and religious ceremonies (they won't be same day). Look up the term "convalidation" it should help! Then from there, it's a compromise between the rest of the details.
I wouldn't suggest C just because giving them completely new ideas could cause more confusion since they're already indecisive. Your job is to narrow ideas, not create too many and overwhelm them
